Even if you obtain a visa to visit North Korea, don't expect a typical tourist experience. Photography is allowed only in specific spots, and interacting with locals is completely forbidden. A government guide will accompany you at all times, monitoring your every move. If you snap a prohibited photo, your camera will be confiscated and the images deleted, and you could face serious consequences.
